Governor Daugaard's FY2013 budget recommendations heed the principles he set forth last year: ongoing revenues pays for ongoing expenses, one-time funds pay for one-time expenses, and reserve funds are used only for emergencies. Because of the tough choices required last year, this year we have the opportunity to build from a new base and consider investments in key areas. Staffing levels are expressed in terms of full-time equivalent employees (one FTE = 2,080 hours worked in FY2013.)
