This document represents our state's 121th year of a balanced budget.  The report is designed to give an accurate and timely reflection of the financial conditions of the state and the proposals for spending the taxpayer's money.  It culminates budget activities by the agencies and the Governor's Office which began early this summer.

Funding for each program is presented as general funds, federal funds, and other funds. In addition, expenditures for each program are broken down into personal services and operating expenses. Staffing levels are expressed in terms of full-time equivalent employees (one FTE = 2,088 hours worked in FY2011.)
