Coronavirus Local Fiscal Recovery Fund
The links below provide information for non-entitlement units (NEUs) regarding the Coronavirus Local Fiscal Recovery Fund and instructions for South Dakota NEUs to request distribution from the state. The documents that need to be completed can be downloaded below, to be submitted through the SD Local Government Coronavirus Stimulus Funds Portal.
This portal is for local governments to register for those Coronavirus Stimulus Funds which are distributed through the state.
- The Local Government CRF Reimbursement program closed in December of 2020, and reimbursements previously made are read-only. No new registrations or reimbursements for CRF funding may be submitted.
- Registrations for ARPA funding through the Coronavirus Local Fiscal Recovery Fund closed in March of 2022 and all LFRF funds from Tranche 1 and Tranche 2 have been distributed.

Financial Assistance Agreement
A financial assistance agreement must be executed by all recipients prior to receiving payment under the Coronavirus State and Local Fiscal Recovery Funds program. The text for the financial assistance agreements are tailored by entity type. To be valid, the financial assistance agreement must:
- be signed and dated by the designated Authorized Representative of the entity (recipient)
- include the entity (recipient) name; and
- include the title of the designated Authorized Representative

Assurances of Compliance with Title VI of the Civil Rights Act
Additionally, the Assurances of Compliance with Title VI of the Civil Rights Act must be completed by state, territorial, and local governments. To be valid, the Assurances of Compliance with Title VI of the Civil Rights Act must:
- be signed and dated by the designated Authorized Representative of the entity (recipient); and
- include the entity (recipient) name

How to Decline Funds
Any NEU declining funds must expressly do so by executing the form below. An NEU that declines funds or is non-responsive for the first tranche payment is not eligible for a second tranche payment.
